Blueprint – AI regulation index for Latam

Introduction

We created the Blueprint under the premise that it is not possible to innovate sustainably without prioritizing the human dimension and regulating to contain AI while promoting progress. It’s main goal is to provide Latin American countries with a path and framework for adopting responsible AI.

It is an exercise similar to the one that categorizes B-Corp (or Carbon Neutral) companies, according to an ideal theoretical model based on a series of categories or requirements to reach the highest level, except thai time it is countries and their regulations that are analyzed.

The Blueprint is a project designed by the AI League for Good, a multistakeholder coalition that unites academia, civil society, and the private sector. The coalition’s goal is to raise awareness and share knowledge to foster AI innovation and meaningful advancements in  the world, guided by a vision of ethics and transparency.

It is an exercise similar to the one that categorizes B-Corp (or Carbon Neutral) companies, according to an ideal theoretical model based on a series of categories or requirements to reach the highest level. It is not the companies or AI models, but the countries and their regulations, guidelines and state policies that are under analysis and, therefore, receive the score of an index built based on an ideal model of an AI innovation ecosystem.

This index identifies seven axes to distinguish regulatory frameworks, policies, innovation factors, and ecosystem capabilities.

Indicators for each axis

For each axis of analysis, we establish an ideal World Class scenario based on parameters aligned with the highest international standards. Similar to the methodology used by BCorp, we simulate an exercise where the country under analysis receives a score out of 100. This score is derived from 25 aspirational World Class indicators, which may already exist or be developed by the League for each axis. The overall index is calculated by summing the scores across these 25 categories.
